Putin instructed to create a commission to eliminate the consequences of flooding in the annexed part of the Kherson region. The document was published on the Kremlin website at 20:00 (Moscow time) on June 9, three days after the disaster at the Kakhovskaya hydroelectric power station. He never visited the flooded areas.

“Form a government commission to eliminate the consequences of a large-scale flood in the territory of the Kherson region, caused by sabotage at the Kakhovskaya hydroelectric power station. The deadline is June 9, 2023,” the document says. On the day of the destruction of the dam, Putin signed a decree on the awarding of state awards, as well as an order "on additional measures of social support for military personnel, volunteers and employees of the National Guard who distinguished themselves during the military defense."

According to Meduza, after the explosion on the Crimean bridge in the fall of 2022, Putin ordered the creation of such a commission on the same day.

The disaster at the Kakhovskaya hydroelectric power station occurred on the night of June 6. Western experts are inclined to believe that it was a deliberate undermining of the dam from the inside. As a result of its destruction, a significant part of the Kherson region was flooded. Many still cannot evacuate, people sit on the roofs and ask for help. The Ministry of Emergency Situations of Russia, which occupied the left bank of the Kherson region, does not allow volunteers to visit people and does not allow evacuation.
