Putin instructed to create a psychiatric institute to study the behavior of LGBT people

Vladimir Putin instructed the Ministry of Health of the Russian Federation to create an institute for the study of the "social behavior" of homosexual people at the Serbsky Center for Psychiatry and Narcology. This became known from the remark of the Minister of Health Mikhail Murashko, who answered the question of the deputy Anatoly Wasserman during the first reading in the State Duma of the bill banning transgender transition. Speaking about LGBTQ+ representatives, Wasserman asked Murashko whether the Ministry of Health is conducting research on “psychiatric methods to bring these ideas [about people’s gender roles and sexuality] into line with reality.”

“Now there is an instruction from the president to create an additional institute on the basis of our federal center of psychiatry to study not only these, but also a number of behavioral areas, including social behavior. Therefore, this direction will also be further taken into obligatory scientific study, in addition to what we are doing today,” Murashko said.

On June 14, the State Duma in the first reading adopted a bill prohibiting surgical operations “aimed at changing the sex of a person” and changing the gender marker in documents. During the consideration of the bill, representatives of the Ministry of Health, headed by Murashko, expressed their doubts. At a meeting of the State Duma, the latter said that a complete ban on trans-transition could increase the number of suicides. Murashko supported the inadmissibility of a sex change only at the request of the patient and spoke in favor of tightening the requirements for operations and hormone therapy, but did not speak for a complete ban on the transition. In response, State Duma Speaker Vyacheslav Volodin asked him not to propose amendments to this law.
