The State Duma adopted in the first reading a bill on imprisonment for up to two years for repeated participation in the work of foreign or international non-governmental organizations (NGOs), if they are not included in a special register. It is reported by TASS. The next bill, according to which Russians will be deprived of their liberty, was developed by members of the Duma commission to investigate the facts of interference of foreign states in the internal affairs of the Russian Federation. The draft law introduces a new article into the Criminal Code.

According to TASS, now for participation in the work of an unregistered NGO in Russia, if a person has already been brought to administrative responsibility for this "offence", a criminal fine of 100,000 to 200,000 rubles is introduced or imprisonment for up to two years with a potential loss of the right to borrow certain positions for five years. In addition, the draft law spells out compulsory work for up to two hundred hours or forced labor for up to two years with a possible restriction of freedom for the same period.

Those who organize the activities of such NGOs face imprisonment of up to three years. The ban on work in certain positions can be up to seven years. Compulsory work can be up to 360 hours, and the court can appoint forced labor for up to three years with restriction of freedom for up to two years.

The Duma commission that drafted this law is headed by United Russia deputy Vasily Piskarev. He is also known as one of the authors of the law, which prohibits those involved in "extremist organizations" from being elected.

Piskarev is also a co-author of the law , which prohibits foreigners and unmarried couples from using the services of surrogate mothers. In the past, Piskarev served as the first deputy chairman of the Investigative Committee.
