The OSCE Parliamentary Assembly recognized Russia as a sponsor of terrorism, and PMC "Wagner" – a terrorist organization. This was announced on Facebook by MP Yevgenia Kravchuk. She notes that, according to the Assembly's resolution, the OSCE member states must take action against the Wagner PMC and its affiliates and law enforcement structures, including declaring them a terrorist organization.
“We concluded our work in Vancouver with the adoption of a final declaration calling on member states to strengthen clearly recognized international norms:
- the terrorist nature of the Wagner Group and its activities;
- the responsibility of Russia as a state-sponsor of this terrorist organization;
- the inadmissibility of involving such subjects in interstate relations,” Kravchuk wrote.
In November 2023, the European Parliament recognized Russia as a state sponsor of terrorism due to Russian strikes on Ukrainian civilian targets, energy infrastructure, hospitals, schools and shelters. The resolution does not have legal consequences, The Insider explained earlier.
In October, the Parliamentary Assembly of the Council of Europe (PACE) adopted a resolution according to which the ruling regime in Russia is recognized as a terrorist one, and Russia's presence in the UN Security Council is called into question. Gleb Bogush, an expert on international criminal law, told The Insider that this also does not entail legal consequences for Russia.
