The abstract of the article states that "among the large-scale processes that caused the greatest damage to the economy and the population of Russia in the 1990s and significantly undermined the prestige of the reformers, non-payments occupied a special place." In addition, it is specified that the author reflects in it "the scale, depth and duration of this phenomenon", as well as its causes.

In March 2022, Chubais resigned as Putin's special envoy for sustainable development and left Russia. As Bloomberg wrote , he did this because of disagreement with the war that the Russian president launched against Ukraine. However, he never spoke publicly on this topic.
