Dogs and cats in Russia banned from walking without owners

The State Duma of the Russian Federation adopted in the second and third readings a bill on amendments to the law on homeless animals, which implies a ban on self-walking cats and dogs.

The explanatory note to the document says that it was designed to ensure the safety of citizens, as well as the protection of animals from illegal actions and cruel treatment.

According to the law, free walking of animals will be allowed only in special places, outside of them, the owners will need to control the movement of the pet with a leash, including on the roadway, in elevators, courtyards of apartment buildings, at children's and sports grounds:
