Russian President Vladimir Putin spoke at the Computing and Communications. Quantum World. During his speech, he, in particular, instructed to approve the national project on unmanned aerial vehicles and announced the resumption of mega-grant programs for researchers.

- The national project on drones must be approved before September 1 and taken into account as a “priority in the budget”;
- The economy, the social sphere, and state authorities must be “transferred to new principles of work, to new big data”;
- "Some countries" allegedly tried to "hook" the Russian Federation on their technological platforms and standards;
- Russia must have completely “its own technological and production chains”;
- Many "critical technologies" were bought by the Russian Federation in the "supermarket of ready-made and someone else's solutions";
- Western sanctions in 2014 became "a stimulus for the development of agriculture." Now the same thing allegedly "is happening with our industry and technology."
- Putin is confident that "many Russians who study abroad want to work in Russia and develop national projects."
- It is necessary to resume the mega-grant program for researchers and provide for its funding until 2026.
- Russia needs to speed up the development of quantum and photonic computers and “look beyond the horizon”;
- A new national project dedicated to the formation of a "data economy" will be prepared;
- Russia will go "only forward, not isolating itself from anyone."
Forum “Computing and communication. Quantum World” takes place in Moscow from 9 to 14 July 2023. It is positioned as an event that brought together "scientists from leading universities and research centers of the world, experts and business representatives working on the creation and implementation of solutions based on quantum technologies."
