The head of the Kharkiv OVA Oleg Sinegubov said that as a result of the shelling there were power outages, communication with the emergency call line at number "103" was broken. Doctors are ready to receive calls on the number "112".
Propaganda Russian channels, including military correspondents, report that a severe fire broke out in Kharkov "after arrivals at infrastructure facilities."
Against the background of the counter-offensive of the Armed Forces of Ukraine in the south of Ukraine, the Russian troops repeatedly attacked the municipal infrastructure of Ukraine. Earlier, as a result of shelling, the backup line that supplied the settlements of the Kharkiv region failed, because of this, the region was left without electricity. The General Staff of the Armed Forces of Ukraine reported that the infrastructure of the settlements of Veselaya Dolina, Dry Pond, Zaitsevo, New York, Kostromka, Pervomayskoye, Belogorovka, Kam, Stepnoye, Maly Shcherbaki, Belaya Krinitsa, Yuryevka and Mirnoye was damaged from air strikes and shelling of MLRS.
The Institute for the Study of War (ISW) believes that the mobilization announced by Putin will not deprive Ukraine of the opportunity to liberate most of the occupied territories this winter. Mobilization is unlikely to help increase the combat capability of the Russian army; rather, it only compensates for losses, analysts say.
