In Ukraine, due to Russian shelling, about 40% of the energy infrastructure was damaged, including thermal power plants, thermal power plants and hydroelectric power plants. This was stated by President Volodymyr Zelensky at a meeting with European Commissioner for Energy Kadri Simson, according to the President's website.

He thanked Simson for visiting Ukraine at a time when energy infrastructure is under massive missile and drone attacks from Russia. The actions of the Russian Federation in the message are called "energy terrorism".

The Ukrainian leader also noted the role of Simson in joining Ukraine to the European network of system operators for the transmission of electricity ENTSO-E. According to Zelensky, after the accession, Ukraine began to export electricity to Europe and can be one of the "guarantors of the stability of the EU energy system."

“Unfortunately, due to missile and kamikaze drone strikes by the Russian Federation on our energy system, we have suspended this process. But I am sure that we will restore everything, and in a calmer time, when the situation in our energy system is stabilized, we will continue exporting electricity to Europe.”

As of October 18, 30% of power plants in Ukraine were destroyed , Zelensky said.

On November 1, Kyiv Mayor Vitali Klitschko said that the authorities were preparing for the worst-case scenario in the winter – a complete lack of electricity, water and heat supplies due to Russian rocket attacks. More than 1,000 heating points for city residents are being prepared for this occasion. On October 31, due to massive shelling of the energy infrastructure in Ukraine, emergency power outages were introduced .

Against the background of the counter-offensive of the Armed Forces of Ukraine in the south of Ukraine, the Russian troops repeatedly attacked the country's communal infrastructure. As a result of the shelling, the reserve line that supplied the settlements of the Kharkiv region was temporarily out of order, which left the region without electricity. The General Staff of the Armed Forces of Ukraine reported that the infrastructure of the settlements of Veselaya Dolina, Dry Pond, Zaitsevo, New York, Kostromka, Pervomayskoye, Belogorovka, Kam, Stepnoye, Maly Shcherbaki, Belaya Krinitsa, Yuryevka and Mirnoye was damaged from air strikes and shelling of MLRS.
