According to the text of the decree signed by Russian President Vladimir Putin, payments of 195 thousand rubles are due to all those mobilized. However, the president placed the responsibility for their implementation on the government, and those mobilized may never receive the money, because they simply do not exist. This was stated in a conversation with The Insider by lawyer Dmitry Zakhvatov:
“The wording about payments to those who “signed a contract during the period of the SVO for a period of one year or more” is separately for those mobilized from September 21 that a payment is established for them. It is also assigned to persons who signed a contract during the period of the “special operation”. Theoretically, those mobilized without a contract can also conclude one, but this does not mean that they are entitled to two payments.
The interesting thing is this: the direct procedure for making payments, according to this decree, should be developed by the government of the Russian Federation. Putin again jumped off the responsibility: he issued a decree that “to give everyone a fur coat from the master's shoulder”, and let the government decide how these fur coats will be issued. Apparently, they will not give any money to anyone, of course, because they simply do not exist. And it will jump off like this: “This government decides something there and still won’t solve it.”
There are practices of imposing a contract in Russia, there were cases when people were tricked into signing a contract. In particular, this was the case with foreign citizens. They caught citizens of Tajikistan and Uzbekistan and deceived them into signing something, but these were actually contracts. Then they were accepted and said: “Well, you signed the contract, come on, go serve.” But it is impossible to sign a contract for a period of less than a year. According to the text of the decree, payments will be made to all those mobilized, including those who did not sign a contract, but were simply called up due to mobilization.”
On November 3, Putin signed a decree on a one-time payment in the amount of 195,000 rubles to mobilized and military personnel serving under a contract in the Russian Armed Forces. At the same time, the document states that those who signed a contract during the period of the “special operation” from September 21 ( the day the “partial” mobilization was announced in the Russian Federation ) for a year or more will receive the payment. Lawyer Pavel Chikov explained that in accordance with clause 2 of Decree of the President of the Russian Federation of September 21, 2022 No. 647 “On the announcement of partial mobilization in the Russian Federation”, citizens called up for military service by mobilization have the status of military personnel serving in the Russian Armed Forces by contract. The mobilized, according to Chikov, already have the status of contractors, so no additional contract is required with them.
Before the decree was published on the Kremlin website, a video of a riot of those mobilized from Chuvashia due to lack of payments was circulated on social networks. The men demanded that the head of the republic, Oleg Nikolaev, immediately transfer to them the 400 million rubles promised for the war.
