Kyiv authorities plan to evacuate all 3 million residents in the event of a complete blackouts cities from electricity, according to The New York Times.
The publication writes that 40% of Ukraine’s energy infrastructure is damaged or lost. Now 1,000 heating stations are being built for the locals. The day before, Mayor Klitschko said that electricity could be completely cut off in the capital in winter, which means there is also a lack of water, heating and sewerage.
