Deputy of the Kostroma Regional Duma from United Russia Ikhtiyar Mirzoev, who owns the local club Polygon, was detained in a case of violation of fire safety rules. This is reported by TASS, as well as the Telegram channel "112" with reference to sources in law enforcement agencies. It was in this club that 13 people died during the fire on November 5.
The Basmanny District Court of Moscow placed Mirzoev in custody until January 5, 2023.
TASS notes that Mirzoev changed the tenant of the building (Polygon LLC) at the end of 2018 before being checked by inspectors from the State Fire Inspection. These actions made legal verification impossible. In 2010, Mirzoev submitted a fire safety declaration for the club to the Ministry of Emergency Situations, it was drawn up in relation to Polygon LLC, while the deputy himself was listed as the general director of the company.
On November 7, the court arrested 23-year-old serviceman Stanislav Ionkin, who was allegedly responsible for the fire, for two months. The court also arrested Natalya Belonogova, the director of the Empire company, which was organizing the work of the burned-out club, for two months. Then Mirzoev said that he simply provided the premises for rent, therefore he was not responsible for fire safety.
Mash claims that only 3 out of 7 fire exits worked in the institution, one of the closed doors was knocked out by a visitor. As a result of the incident, criminal cases were initiated on causing death by negligence to two or more persons and on the provision of services that did not meet safety requirements and resulted in the death of two or more persons.
Ionkin was detained on November 5, a few hours after the fire at the club. Presumably, he fired a signal pistol during a mass brawl, after which the club started on fire. His wife told Layout that in August he returned from Ukraine, as he was wounded and shell-shocked. In the Kostroma region, he underwent a medical examination after hospitalization.
