All six defendants in the "Tyumen case" stated that they were subjected to torture by the security forces in the first hours and days after their arrest. The term for consideration of several allegations of torture has already expired, it is 30 days, however, no written notifications about the initiation of a criminal case or refusals on the applications from the Investigative Committee have yet been received. This is reported by the Telegram channel "Tyumen business".
By law, within 30 days, the Investigative Committee is obliged to interview the victims, collect the necessary information, conduct checks and issue a decision to initiate a criminal case against employees who took part in torture, or to refuse to initiate a criminal case.
The channel recalls that Yuri Neznamov's statement about torture was sent to the Investigative Committee on September 16, Danil Chertykov's statement on September 22, Nikita Oleinik on September 24, Roman Paklin on October 7 (but registered only on October 24), Deniz Aidyn on October 26. Kirill Brik's application to the UK is still being prepared by his lawyer.
Despite the fact that the deadlines for checking three out of five applications have already expired, lawyers cannot write complaints, since the UK uses “tricks”, the authors of the channel note. “In order to increase the duration of the investigation, the Investigative Committee registers a statement of torture a few days later, explaining that “when it was received, then it was registered.” We cannot track the exact date of receipt of the application. This remains on the “conscience” of the UK,” the message says.
In addition, the UK combines some of the statements of the victims in one proceeding, referring to the general nature of the case. For example, if one appeal was filed before the other, but the essence of the statements is the same (torture), then the Investigative Committee registers these two appeals with the number of the last one, thus increasing the investigation time.
At the same time, it took law enforcement officers only a few days to initiate a criminal case and send anti-fascists to a pre-trial detention center.
Earlier, all the defendants in this case stated that after their arrest they were beaten, tortured with electric current and subjected to humiliation. All of them are in SIZO-1 in Tyumen.
