The City Court of Bataysk, Rostov Region, issued the first sentence in Russia for abuse of state defense orders (Article 201.1 of the Criminal Code). The convict is Anatoly Mikhalin, the head of the military-industrial complex JSC OKTB Vector, he was sentenced to five years of probation.
According to investigators, Mikhalin deliberately included fictitious costs in the cost of production of the state defense order for two years. According to TASS in the press service of the FSB of Russia in the Rostov region, such a lenient punishment is due to the fact that Mikhalin fully admitted his guilt and compensated for the damage caused.
In September 2023, the Criminal Code was amended with regard to liability for violations in the field of state defense orders. For violation of the terms of the state contract of the state defense order, criminal liability is provided in the form of imprisonment for a term of 4 to 8 years with a fine in the amount of 500 thousand to 1 million rubles, or only in the form of a fine of 1 million to 3 million rubles.
