Human rights activists from the Network Freedoms project claim that the Russian authorities have begun integrating databases from various departments in order to look for mobilization evaders. So, for the search, the bases of the traffic police, border guards, tax and even hotels are already used.
The project provided a list of involved bases:
- The Ministry of Internal Affairs has access to the bases of military registration and enlistment offices. This is evidenced by reports of police raids on draft dodgers.
- The base of the border service of the FSB, it issues notifications about the ban on leaving Russia for those citizens who are subject to mobilization.
- Traffic police bases: the numbers of the cars of those who did not appear at the military registration and enlistment office are entered into the Potok recognition system.
- Registration bases in hotels and hostels that are required to transfer guest data to the Ministry of Internal Affairs online.
- Bases of state medical institutions.
- Facial recognition systems integrated with travel tickets.
- Tax service bases: subpoenas began to come to employees of organizations working under civil law contracts.
Network Freedoms notes that in the near future we can expect the connection of Safe City systems: these are, among other things, street cameras and intercoms throughout the country. The same system was used to identify violators of coronavirus quarantine in 2020.
In October, there were reports that Moscow had already begun to catch evaders using a facial recognition system. So the authorities calculated 12 people, the Telegram channel “Caution, Moscow” reported . In most cases, the cameras went off in the entrances of residential buildings. This happened in the districts of Preobrazhenskoye, Veshnyaki, Perovo, Novogireevo, Pechatniki, Tekstilshchiki, Kapotnya, Golyanovo and Bogorodskoye. The men were taken to the departments of the Ministry of Internal Affairs and military registration and enlistment offices.
