Colonel-General of the Police is the second seniority special rank in the internal affairs bodies of the Russian Federation. Oleksiy Dykyy was the head of the department for combating drug trafficking in the Donetsk city police department in 2011-2014. In April 2014, the new Minister of Internal Affairs of Ukraine, Arsen Avakov, appointed Dikyi as the head of the department for combating organized crime, but he soon went over to the side of the Donbass separatists, participated in the seizure of the regional prosecutor's office and the building of the Organized Crime Control Department.
