Gladkov explained that the air defense system worked at night, but there was destruction on the ground. Also, as a result of the shelling, a substation was damaged, and electricity was temporarily interrupted in the city. According to the governor, eight private residential buildings on Shkolnaya Street and three cars caught fire.
Social facilities were transferred to backup power sources, but later in the morning Gladkov reported that the supply of electricity to social institutions and residential buildings, except for Shkolnaya Street, had been restored.
