Russia’s withdrawal from the Council of Europe and tense historical times are no reason to return the death penalty, the head of the Constitutional Court said at the Congress of Judges and recalled that this can only be done through the adoption of a new constitution.
“I spoke in this part on behalf of the judges, outlining the consolidated position of the Constitutional Court on this issue,” Zorkin said.
“In Russia, over the long years of the moratorium, a constitutional and legal regime has developed, under which citizens of the Russian Federation have received the right not to be sentenced to death,” he recalled the court’s previous statements.
