In Stavropol, a criminal case was opened on failure to fulfill the duties of raising a minor (Article 156 of the Criminal Code of the Russian Federation) after an employee of a cadet school beat a student with a whip. His father stated that he knew about the possibility of such a punishment, since he signed the corresponding agreement before his son entered the school.

The father of a 12-year-old boy is named Denis Serba. On January 16, the Stavropol edition of Pobeda 26 published the news that an officer had beaten a child for "some minor offense." Serba gave a comment to the publication and said that the document that he and his wife signed when their son entered, spoke about the use of a whip. However, the man stressed, he did not think that the situation would come to this.

After the boy came home with a blow mark, the parents turned to the principal of the school. He assured that "this will not happen again." The couple did not apply to any authorities. On January 19, Serba posted a video in which he justifies the actions of the officer who hit the child. He stated that he himself works with children and believes that the man "couldn't cope with emotions."

According to the governor of Stavropol Vladimir Vladimirov, the officer was fired. Now the Ministry of Education and the Commissioner for Children's Rights are investigating the incident.
