The State Duma adopted in the second and third readings the bill introduced by the government on monitoring compliance with the norms of the Russian literary language. Now, when using the Russian language as the state language, the use of foreign words is prohibited if they have Russian counterparts.
The exception is words that have no analogues in the Russian language, their list is contained in standard dictionaries. The formation and approval of the list of such dictionaries is the responsibility of the government.
The explanatory note clarifies that this bill emphasizes the "unifying role of the Russian language" as the state language of the Russian Federation in a single multinational state. The law introduces concepts: normative dictionaries, normative grammars and normative reference books, fixing the norms of the modern Russian literary language when it is used as the state language of the Russian Federation.
In addition, the law introduces a linguistic expertise of draft normative acts for their compliance with the norms of the language.
