In 2022, for the first time in modern history, not a single person escaped from Russian pre-trial detention centers and colonies. This was stated by the director of the Federal Penitentiary Service (FSIN) Arkady Gostev. According to him, this became possible "thanks to the coordinated actions of the personnel." Gostev also reported on a decrease of almost 28% in the number of crimes committed in institutions of the penitentiary system (UIS). In addition, the Federal Penitentiary Service stated that over 25 years the number of escapes has decreased by 140 times.
Probably, Gostev speaks only of successful escape attempts, and not of all those made. RBC points out that in August 2022, two convicts escaped from IK-38 in the city of Berezniki in the Perm Territory. They were found and detained two days later, and now they face another term under the article on escape (Article 313 of the Criminal Code). It provides for up to 8 years in prison.
Since July 2022, prisoners have not escaped from Russian colonies, but have gone to the front with the Wagner PMC. Mediazona drew attention to the fact that by the beginning of August 2022, almost 349 thousand people were kept in colonies. By September, there were a thousand fewer of them, which is the norm. However, by the beginning of October and November, the number of prisoners dropped again: to 338,000 and 325,000, respectively. Thus, more than 23 thousand people disappeared from the colonies in two months.
