Putin signed the law on electronic subpoenas

Vladimir Putin signed a law on the creation of a unified register of military records, which also provides for the sending of electronic subpoenas. The document was published on the Official Internet Portal of Legal Information.

According to the new rules, subpoenas will be sent to those liable for military service in paper form and at the same time in electronic form through the State Services portal. The summons will be considered served from the moment it appears in the user's personal account. In addition, the summons will be entered in a single register and after seven days it will be considered delivered, regardless of whether the person to whom it is intended knows about it.

From the moment the summons is handed over, the citizen will be automatically prohibited from leaving the country, the ban will remain in effect until he appears at the military registration and enlistment office. If he does not come there within 20 days after the date specified in the agenda, he will be deprived of his rights, in particular, he will not be able to make real estate transactions, register individual entrepreneurs, and receive loans. The bill on a unified register was adopted by the State Duma in three readings at once on April 11, the next day it was approved by the Federation Council.
